No credit card is required to start. Inactive, terminated, archived, and historical workers never count toward the limit, so a slot opens the moment an active worker becomes inactive or terminated. Every account starts with a 30-day trial of the paid features measured from the day the account was created: upgrading within those 30 days gives you only the unused portion of that trial, and upgrading after it expires begins paid billing immediately.
